(Pan-African Literature Grand Priz)


Culture must occupy a central place in the political programs of nations because it plays a major role in the development of peoples. This is the conviction of the Heads of State and Government of the African Union who very early on made the commitment to "ensure that the development of policies adequately takes into account the socio-cultural values ​​of Africa in order to strengthen our cultural identity” (Lagos Action Plan for Africa, 1980-2000) and ensure its cultural renaissance.

This option was renewed more recently at the 33rd Conference of the African Union. Inspired by the African Union's Agenda 2063, it gave rise to the inclusion of culture, arts and heritage in the priority projects of the Pan-African Organization under the action program of the African Union for the year 2021. Thus is recognized an area of ​​intervention considered as levers for building an "Africa we want", one which brings to the forefront of its concerns the service and well-being of peoples of the continent.

It is in this context that the Congolese presidency of the African Union, reviving the strong intuition of the predecessors, wishes to pay particular attention to the promotion of literate culture, through the launch of a Pan-African literary prize intended to stimulate the creation and more generally the production, consumption and circulation of cultural products on the continent. The ambition of the Democratic Republic of Congo is also to contribute to the implementation of Aspiration 5 of Agenda 2063 on "an Africa endowed with a strong cultural identity, a common heritage, and values ​​and of shared ethics ”.
In this vein, he is at the sources of secular creativity, the latter are invited to compete in talent, as poets, novelists, storytellers, short story writers and playwrights. Their mission is to draw, in a constant back and forth between the past and the present, in the depth of the continent's intangible wealth, in an illustrative gesture which tends, by the force of the word, to present the Africa to itself and to the world.
This is the meaning of the project proposed by the Democratic Republic of Congo to the African Union so that Africans from here and elsewhere, from the continent and the diaspora. Masters of speech and magicians of words, all have the opportunity to reconnect with their art, in a happy emulation, by taking part in this literary competition. The business is bound to have a ripple effect. Because by the grace of a service reserved for confirmed writers, African youth are offered here, first of all, the opportunity to recognize their new models, those who will become, thanks to a competition which tends to promote them, the worthy successors of great voices from the Continent, yesterday and today: Léopold Sédar Senghor, Chinua Achebe, Tchicaya U Tam'si, Kateb Yacine, Nadine Gordimer, Wole Soyinka, Ngugi Wa Thiong’o, etc. This youth is also expected to actively participate in the continuum of a new seasoned literary practice, one that aims to be a bridge stretched over the barriers of written languages. There is thus no longer any room for a linguistic diversity erected as a crippling obstacle to the fraternal communion of the creators of the continent. All that matters is the shared desire to drink generously from Africa's one source of inspiration.

This is the motivation behind the "Pan-African Literature Grand Prix" that we want to perpetuate annually for the promotion of literature and everything related in one way or another to the book sector in Africa.


Article 1.
In order to promote the book sector in Africa, His Excellency Félix-Antoine Tshisekedi Tshilombo, President of the Democratic Republic of Congo and current President of the African Union (2021-2022), took the initiative to organize each year a literary prize intended to promote works of African literature. The said Prize is called the “Pan-African Grand Prix for Literature” and its management is entrusted to the “Association of the Pan-African Grand Prix for Literature”, a non-profit association (asbl) governed by Congolese law whose headquarters are in Kinshasa, capital of the DRC.
Article 2.
The Pan-African Literature Grand Prix is ​​a competition open to all African writers, regardless of their place of residence. Its aim is to promote the African book sector through a distinction conferred on the authors of published works on the one hand and on certain actors in the sector, - publishers, booksellers, literary critics - who would have stood out by their contribution to the influence of African literature, on the other hand.
Article 3.  
The works in competition, works of fiction in prose or in verse (novel, collection of short stories, theater, collection of poems, tales, etc.), must have been written in both of the working languages ​​of the African Union, know French and English, and published on a date after January 1, 2020. No topic is imposed on participants. The works must however reflect the great values ​​enshrined in the Charter of the African Union, such as solidarity, Pan-Africanism, the peaceful coexistence of peoples, the influence and emancipation of Africa.
Article 4
Accompanied by a participation form and delivered in five copies, the works will either be deposited with the African Ministry in charge of Culture in the candidate's country of residence, with the said Ministry responsible for sending them to the Office of the Association du Grand Pan-African Literature Prize from the Congolese Ministry of Culture in Kinshasa / DRC, or sent directly by the author to the Association's Office. Article 5.
Participation in the competition is individual, free, without age limit, free and open to all African writers on the continent and in the diaspora.
The works submitted are judged on the basis of the quality of the writing, the relevance of the theme addressed and the originality of the creation.
The participant can only submit one title. The deadline for receiving the works is June 15, 2021.
Article 6. 
A jury made up of professionals from the literary sector, set up by the organizing committee of the Grand Prix Association and a representative of the African Union Commission, will assess the works in competition and designate the winner from a preselection of the 5 best titles proposed by a reading committee.
The jury is sovereign by its decisions which it is not obliged to justify. He may waive the award if he considers the works presented to be of a low standard. His opinion is final.

Article 7. 
In addition to a diploma and a trophy, the winner will receive an award of thirty thousand US dollars (US $ 30,000).
The Jury in agreement with the organizing committee reserves the right to award one or more other natural or legal persons as Special Prize or Special Mention from the Jury. The recipient of this recognition will be awarded a diploma of merit and five thousand US dollars (US $ 5,000).
Article 8. 
The proclamation of the winner will take place in Kinshasa, in the 4th quarter of the year, on the sidelines of the International Day of the African Writer (celebrated on November 07) in the presence of the current President of the African Union.
The awards ceremony will take place in January / February of the following year as part of the Summit of Heads of State and Government of the African Union, in the presence of the current President of the African Union and others. Heads of State and Government of member countries.
The winners invited to participate in the official awards ceremony will be supported by the organizing committee for their travel and stay in Addis Ababa, headquarters of the African Union.
Article 9.  
By participating in this Prize, the candidate accepts voluntarily, without reservation and in their entirety, these rules, which apply in full to the first edition of the Prize.
